Food-Grade Oats Program Overview
This program invests in processing locations and traceability systems that enable American farmers to compete in modern high-value markets.
Although food-grade oats are grown in the U.S., much of what Americans consume is imported or processed overseas. The processing of food-grade oats transforms raw, indigestible grains into edible products like oatmeal, flour and flakes. The process involves harvesting and drying, followed by rigorous cleaning, de-hulling, kilning and sizing and rolling into specific consumer products.
By partnering with buyers seeking verified U.S. supply, we connect production to consumer demand across retail and foodservice channels. This expands market opportunities for American farmers.
The Transform Ag Project offers incentives to farmers producing and marketing traceable, American-grown oats.
What is a Traceable Oat?
Transform Ag is using mass balance (tons in and tons out) to trace oats from the field of production to consumers.
What is a Verified Supply Chain Processor?
A Verified Processor is a buyer contracted by the Transform Ag Project to purchase, process and market traceable American products—building localized market opportunities and strengthening supply chain integrity at every step.

Building a local, transparent supply chain is a core objective of the Transform Ag Project.
Enrolled acres for the oat supply chain project must be located within 500 miles of an eligible traceable processor in specific states.
